Gentlepeople,
We are encouraged that we are communicating urgently about Fukushima.
General Bert has looked carefully at the most recent fuel rod removal plans announced by Tepco and the Japanese government.
General Bert, as an engineer, is horrified, as are Dr. Laibow and I.
Given Tepco's proven, monumental ineptitude and incompetance, and the
potential for this plan to backfire and result in the catastrophe we
all fear.
We see the need for a two stage solution.
First and foremost, we see it as essential to quite literally protect
the planet from Tepco. Allowing this failed nuclear corporation to go
forward with the manipulation of the fuel rods invites the disaster.
So the first stage of the campaign must be to STOP the Tepco "plan" immediately!
We propose a conference call among us all. Please feel free to invite
any experts, consultants and advocates you consider helpful.
Once we've addressed Tepco's dangerous plans, we need to proceed
rapidly and urgently with the creation of the independent international
Commission to mobilize the planetary response, and secure adequate
funding to enable new science to solve the problem at Fukushim since
familiar science has failed and is about to risk the safety of the
planet again.
We have not been able to determine what Tepco will do with the rods
once removed. The Precautionary Principal tells us that nothing
dangerous should be done until a reasonable plan is developed to
address the risks.
As we continue to develop strategies for the international Commission,
General Bert urges us to begin holding regular teleconferences. If you
are all available, we proposed a meeting at a time of mutual
convenience on Wednesday, September 25th.

防災責任者は危険に対処するため道理にかなった計画が出来上がるまで危険を冒してはならないと言っています。
私達は国際委員会のための戦略を発展させることを引き続き行っていきます。
