Dear Ambassador Roos,


Many Japanese are feeling hopeless before the current immoral situation symbolized by the persistence of nuclear dictatorship.
I remain hopeful thanks to my philosophy linked closely with reading the will of heavens and the earth, the law of history.
It puts to an end all sorts of dictatorship lacking ethics and moral.

The world remains hopeful thanks to President Obama's renewed determination to pursue his lofty vision based on maternal culture, admirably expressed in his recent speech in Berlin.

The following passage deeply moved me.
"No wall can stand against the yearning of justice, the yearnings for freedom, the yearnings for peace that burns in the human heart. And because courageous crowds climbed atop that wall, because corrupt dictatorships gave way to new democracies, because millions across this continent now breathe the fresh air of freedom, we can say, here in Berlin, here in Europe -- our values won. Openness won.  Tolerance won.  And freedom won here in Berlin. "

Japan Society for Global System and Ethics, of which I am Executive Director, have issued the attached two urgent appeals in 10 languages after the Fukushima accident, calling for denuclearization ,both civilian and military, as well as for a new civilization based on maternal culture.

These appeals have born fruit.
The first is the recent epoque-making decision of IPPNW (Laureate of Nobel Peace Prize in 1985. Its members count more than 200,000 in 83 countries).Its joint statement, dated June 5,2013,declared that “Fukushima nuclear disaster is far from over” and manifested its intention to pursue denuclearization not only military but also civilian, criticizing nuclear power generation. 
The second concerns the World Federation of UNESCO Clubs. It declared its decision last March in Florence to make March 11 an International Day for Global Ethics. This decision owes much to the efforts made by Mr.Eiji Hattori, President of this Society.
Mr. Hattori and myself are invited to attend the meeting of this World Federation to be held in Washington next March to plead for the holding of a UN Ethics Summit.

In this context, I wish to make a very important point.

One of the crucial teachings of Fukushima is that the presence of nuclear reactors itself constitutes a global security issue. It is decisively supported by the possibility of cyber-attacks capable of causing their melting down.
Mr. Eiji Hattori joins me in asking you to convey our ardent wish to see his vision inspired by this teaching of Fukushima. Nuclear reactors are no less dangerous than nuclear weapons.

In this connection, please allow me to remind you that Mr.Mitsuhiko Tanaka, former member of the National Diet Investigation Commission on Fukushima nuclear accident continues to express publicly his conviction that the earthquake was initially responsible for the accident. He is finishing his thesis that will disqualify all nuclear reactors in Japan for lack of earthquake-resistant measures.
Mass media are finally being awakened.

I am sorry that your mission in Japan is nearing its end.
I look forward to bidding you farewell in person.
