Dear President Jimmy Carter,
I wish to express my heartfelt gratitude for your enclosed letter in
reply to my letter dated January 2, 2013. It is now a source of
constant encouragement for my activities.
Please allow me to send you my urgent appeal.
It is now internationally accepted that the whole Fukushima Daiichi
including the unit 4 constitutes a global threat. Top American and
European scientists, like Hans Peter Durr, Robert Alvarez, Arnie
Gundersen, are unanimous to foresee a global disaster, the beginning of
the ultimate catastrophe, if the worst happens.
Possible immediate consequences are the evacuation of Tokyo’s 35
million people, permanent disuse of Japan’s land, and poisoned food
crops in the United States.
Former Prime Minister Naoto Kan, soon after the accident was obliged to
envisage the evacuation of 35 million inhabitants of Tokyo and its
vicinities, for the worst case(the collapse of the unit 4), based upon
a secret report prepared by Chairman Kondo of the Nuclear Commission.
Recent frequent big earthquakes in Japan and abroad are frightful. On
April 23, in a program of the Asahi television, a guest expert revealed
that signs of an outerrise earthquake, capable of causing a 10 meters
high tsunami, are concretely observed off the coast of Fukushima and he
said that it could take place within several months.
Furthermore, I obtained an information emanating from a worker on the
site according to which the level of radiation in the unit 2 is so high
that even a suicidal team could not operate in it.
On April 19, I inquired of Tepco(Tokyo Electric Power Company) about
the present situation. The highest level of the three units are 800
milliseverts in the unit 1, 880 millisieverts in the unit 2, and1510
millisieverts in the unit 3 !
According to experts, a man dies after being exposed to 10
millisieverts. It follows that, in case of emergency such as the
failure of the cooling system, no operation would be possible in those
units !
This adds to the crisis of the unit 4 that is officially admitted to be destroyed by an earthquake surpassing intensity 6 plus !
This is the actual precarious situation that normally should make Japan
and the whole world shudder, because it is definitely a global security
issue.
However, there is no sense of crisis. Business as usual is observed.
The leakage of radiation continues (10million Bq /hour).
The damage done to the health of children is increasing surfacing.
There are proven attempts to minimize the harmfulness of radiation. Concealment is still suspected and criticized.
The Japanese Government should no longer avoid assuming full
responsibility. In the case of Chernobyl, the cover over the unit 4 was
constructed in 7 month, mobilizing 300.000 people including 30000
soldiers.
Establishing a system of mobilizing human wisdom , on as wide a scope
as possible, to cope with the consequences of Fukushima is
urgently needed.
The international community should no longer stay indifferent to this serious security issue.
Civil society in Japan has started questioning the Japanese candidature
for hosting the Olympic Games under present circumstances.
Something is seriously wrong in Japan. I have started asking all
quarters to unite, putting aside all differences, in order to overcome
the present crisis, susceptible of deciding the fate of Japan and the
world.
The will of heavens and the earth that protects humanity and the earth
will not allow for long the actual immoral situation in Japan,
symbolized by the restart and the export of nuclear reactors without
clarifying the cause of the accident.
The prevailing lack of the sense of crisis in Japan and worldwide
is abnormal. It should be remedied as soon as possible.
